Chinese authorities across multiple regions are implementing enhanced control measures to prevent the illegal outflow of strategic minerals, according to official statements released this week.
National Framework for Export Controls
The Office of the National Export Control Coordination Mechanism has implemented the “Comprehensive Plan for Strengthening Whole-Process Control of Strategic Mineral Exports” following standard approval procedures. Guizhou Province has committed to strictly follow the division of responsibilities outlined in the plan to implement relevant measures.
Regional Implementation Efforts
In Hunan Province, relevant authorities stated they will thoroughly implement local supervision responsibilities by:
- Conducting systematic surveys of strategic mineral export enterprises
- Establishing comprehensive records and databases
- Guiding companies to strengthen compliance systems
- Enhancing corporate compliance awareness and capabilities
Guangxi Zhuang Autonomous Region will continue to strengthen supervision of exploration and mining of national strategic minerals, with particular focus on:
- Cracking down on unlicensed mining operations
- Preventing boundary violations in mining areas
- Eliminating illegal mining practices disguised as exploration
Interregional Cooperation
Notably, Wuzhou City in Guangxi and Yunfu City in Guangdong have established a cross-regional cooperation mechanism to combat illegal mineral resource activities. The system enables coordinated enforcement actions against violations across provincial boundaries.
Nationwide Compliance
Other provinces including Jiangxi and Yunnan have also pledged to fully implement all required measures according to their respective responsibilities. Provincial authorities emphasized their commitment to rigorous enforcement of the national strategic mineral protection policies.
